XChain is governed by two separate systems, and this page shows both without combining them. Token polls are on-chain VOTE actions: anyone can open one on a token they control, and the electorate is that token's holders, weighted by balance at the poll's close block. Network parameter proposals live with the federation hub: they change consensus parameters, and the electorate is the staked validator set. Neither can decide the other's questions, so there is no combined tally here.
